That's what America wanted to read about, the daring criminals and mobsters along with their beautiful but dangerous molls. SO, to save some second-class postage fees and simplify the accounting, with issue #23 HEADLINE COMICS displayed the motto, ÒCrime NEVER PaysÓ and began a long run featuring both the bad guys and the good (the motto would change to ÒTrue Police and FBI CasesÓ) for nearly 50 issues!
